Understand the choices
There is no single fix for the Lower Balonne, but there is a toolbox. Each option below changes the river in a different way: some add water or leave more in the system, others change where existing flows go, and others reconnect the river for fish. None is a silver bullet, and each carries trade-offs worth thinking through. Take your time with each one. How they might be combined is explored later, in Moving Forward.
Each option is one tool, and the real question is how they work together. No single measure does everything, and the right mix depends on what the community and the rivers need.
